Despite his outstanding high school record, Rodgers received little attention from Division I programmes. In a 2011 interview with E:60, he ascribed his lack of attention in the recruitment process to his unimpressive physical stature as a high school player, standing 5’10” (1.78 m) and weighing 165 lb (75 kg).

Rodgers had hoped to play for Florida State under head coach Bobby Bowden, but he was turned down. He was only given the chance to compete for a scholarship as a walk-on at the University of Illinois. He turned down the invitation and contemplated quitting football to play baseball instead, or abandoning the notion of playing in professional sports entirely and pursuing law school after finishing his undergraduate degree.

He was then approached about playing football. He was then recruited to play football at Butte Community College in Oroville, a junior college located around 15 miles (25 kilometres) southeast of Chico.
